Does anyone know where the apparently unique tradition that Mr X is a 'flasher' comes from?

As far as I can remember, it's a combination of the fact that he uses a clear piece, and the fact that the people sent to track him down are a bunch of low ranking bobbies who have to use public transport to do so. If he was doing anything more serious you'd think there'd be a more organised response...
